This isn't meant to be a unified theory, just some random thoughts.
1) This will be a boon for the lower levels and higher levels. Some people think this will hurt lower levels. I think it will be good for them. I have a friend who has 17 rune axes. He'd sell them but he doesn't want to bother with the effort that would take. Now, if the GE workes as planned he'll sell them all off. Yes, the price of goods will go down. Low levels who totally make their money from picking flax or mining pure ess will see a decrease in income. BUT....I would argue that most people in RS especially at the lower levels get most of their income from drops. Keep in mind, a lot of the lower levels don't know that there's this big market for flax or willows or whatever. They are leveling along and doing some combat and banking their drops. Now, if market prices go down but drops remain about the same then lower levels have more buying power.
2) It will be chaos for a week. Maybe 2.
3) The rants forum will be full of people complaining. The merchants will be hurt bad. So will the people who have "companies" like mining companies.
4) There will be some sort of anti autoers component to this to cripple the autoers and gold miners.
5) We will free up a lot of bank space. Not because I think people will place their items for sale for a crazy high price thereby using a "free" bank space at the GE. (For example, putting a dragon axe for sale for 10mill knowing nobody will buy it.) I, along with many of my friends have a bunch of stuff on hand for treasure trails. If I know I can quickly and consistently get these items I'll sell mine. I'd rather have the bank space and the minor inconvenience of having to go to Varrock.
6) Prices will be all over the map in the short term. Long term, prices will decrease (see my 1st point).
7) People who want to level fast will be leveling even faster. Less time buying and selling, more time raising skills.
8) Scamming will diminish. People will be able to see all the prices and not have to take someone's word at what is an appropriate price.
If I have other thoughts I'll amend these. Overall though:

Power Levelers
PK'ers
Losers
